STATE PLAN--this is a two-year plan the state of Washington must submit to the Washington State Legislature for approval.  It then is sent to the federal funder, the Department of Health & Human Services.  It is essentially a two-year roadmap of the State's plan for fund expenditure, accountability and assistance oversight, and required assurances.
